The boat overturned suddenly, throwing passengers into the water. Nearby boats and the Vietnamese Coast Guard rescued 21 people, including tourists and crew members.
The cause of the capsizing was not immediately clear. Vietnamese authorities have launched an investigation into the incident.
The Indian embassy in Hanoi is in contact with Vietnamese officials to provide assistance to the survivors and to coordinate the repatriation of the deceased.
