Bipartisan concerns in the United States over India's proposed changes to the Foreign Contribution Regulation Act (FCRA) have brought civil society and religious freedom issues to the forefront of bilateral relations. In contrast, India's response in 2026 to the killing of three Indian sailors was markedly different. The incident, which occurred under unclear circumstances, did not provoke the same level of diplomatic escalation as the Khobragade case, reflecting a shift in how India handles such disputes with the United States.
