US: Student visa issuances fell by -36% in summer 2025; OPT uncertainty among factors affecting international student demand

The United States issued 36% fewer student visas in summer 2025 compared to the same period in 2024, according to data from the State Department. The decline marks a significant reversal after years of steady growth in international student enrollment.

Uncertainty surrounding Optional Practical Training (OPT) rules is among the factors dampening demand from prospective international students. OPT allows foreign graduates to work in the U.S. for up to three years after completing their studies, and proposed changes to the program have created confusion.

The drop in visa issuances comes as U.S. universities increasingly rely on international student tuition revenue. Many institutions have reported lower application numbers from key source countries such as India and China.

Education sector analysts said the decline could accelerate if policy uncertainty persists. They noted that competing destinations like Canada, Australia, and the United Kingdom have maintained more stable post-graduation work policies.
